L&I Updates Electrical Rules for Electricians Installing Electric Vehicle Equipment

The amendments carry out a law that, since Jan. 1, has required installers on public works projects to be certified through a nationally recognized training program.

Electricians who install electric vehicle supply equipment face updated rules starting Nov. 20. The Department of Labor & Industries (L&I) filed the changes to its electrical rules, Chapter 296-46B WAC, Oct. 20.

L&I said it needed the changes to carry out Substitute Senate Bill 5528, a law on installing transportation electrification infrastructure. The agency said the update will also streamline competency exam requirements for electricians and administrators.

Since Jan. 1, the law has required anyone who installs this equipment on public works to be certified. The certificate must come from the Electric Vehicle Infrastructure Training Program or a similar nationally recognized training program. RCW 39.4.010 sets out which projects count as public works.

The certification rule covers only work on electrical components when the equipment is installed or maintained.

Some apprentices are exempt if the journey level electrician overseeing them holds certification from a training program. Projects that already had a contract in place on Jan. 1 are also exempt.
